[CC 1.0.0] - Improve INFO log statements in throttling scenarios

### Problem

Currently, the enforcer prints a common log for both the backend throttling and burst rate limit quota that has been exceeded.

### Solution

Need to add some information to identify the throttling level at the enforcer level for auditing purposes.
