Investigate if ddev twig-debug is obsolete

There was drush command shown in Drupalcon that does that. I do remember seeing it long time ago also but it did not work for me. Investigate what's the case. This command could still stay and do fallback to our method if older Drush is used.

My thoughts exactly @hkirsman! Also: if there is a problem with the functionality in Drupal core or Drush, let's investigate if we can help fixing those in the community.
