Copy Github action to automatically update version, create a release and upload to PyPI from PHOTONAI

Once we have the first release ready, we should use the PHOTONAI Github action to create the release and publish to PyPI automatically whenever there is a push to the main branch. This also means that we need to move development to the develop branch from then on.
