Adjust HTML report predictive performance page for small screens

When the screen gets too small (e.g. when using a laptop), the scatter plots on the right get really small. We must find a way of either collapsing the elements in the first row into a single column or we need to scale everything down a bit. Not sure how to fix this.

unfortunately arakawa does not have responsive capabilities. however, we could check display size and switch between different views depending on display size.
