feat: support attribute based initialization of maidr object in svg or img tags

Description

Recently, we decided to implement attribute based maidr object initialization (xability/maidr#634) in maidr js. We want to handle that in PyMaidr so that the JSON object is passed as an attribute (maidr) in SVG element instead of defining it as a separate object in script tags.
