Upstream QIR Support

I would like to upstream the following files:

• https://github.com/xdslproject/inconspiquous/blob/main/inconspiquous/dialects/qir.py
• https://github.com/xdslproject/inconspiquous/blob/main/inconspiquous/transforms/convert_qir_to_llvm.py

as well as associated tests. I'm slightly worried that these were made for benchmarking purposes and I'm not sure that the output they generate is actually qir compliant, as I found it difficult at the time to work out what the spec actually allowed (it was also in flux while I made these)

I guess the two options are to either go away and really try to work out what's allowed (and maybe think about things that need to be added in the llvm format like qir version numbers) or just upstream as is and fix issues as we find them.

Any thoughts?
