dialects: (linalg) implement bufferization

Summary

xDSL currently lacks bufferization support.

This is blocking convert-linalg-to-loops, which only accepts memref-based Linalg ops.

@Lishin1215, I'm not entirely sure what this issue tracks, are you proposing that xDSL supports that pass even if MLIR doesn't, or to implement bufferization?

I meant to track implementing bufferization support in xDSL (following the upstream-style flow)
Not proposing to extend convert-linalg-to-loops to support tensors directly.
