CORE : Alter Configure Script to support creating 1 node network.

configure.py needs to be adjusted, so that it can be used to create a new genesis from the genesis contracts.

• founder vk (supplied as an argument) should be owner of all system contracts
• founder vk should be set as the sole validator in masternodes.nodes in abci_genesis
• founder public key (derived from vk) should be the only validator in top level validator array in genesis.json
• seed_nodes should be set to empty in config.toml
