Seeking clarification on submitting packages where Android build CI's fail for older revision versions but pass for newer ones.

Is there a clear/defined way of dealing with submission of packages where all the older revision Android CI's fail, but newer ones pass? Example of the situation: rubberband package, where r22's fail but r27's pass. Example of a procedure in this situation would be to blacklist android from being a supported platform altogether, but that feels rather extreme and I reckon it'd be better to have some official guidance on this situation.
