Verify alerting fires if attestation/settlement stops progressing. Addresses: "Can the system get into stuck states where nothing attests forever and we don't know about it?"
Acceptance Criteria
- Simulate a stuck state (attestation/settlement stops)
- Alerting detects the stall within expected threshold
- Alert includes diagnostic info (last seq ID, originator, timestamp)
- No false positives during normal operation
