Spike: How do we rate limit the notification server?

The notification server wants to drink from a fire hose but is not authorized the way nodes are.

There needs to be some solution. Either they need to register, or have a relationship with a node.

I should write up a doc around it, but my rough thoughts are that we should tell the handful of people running push servers to read from our nodes and we bite the bullet on bandwidth.

Other node operators can rate limit the endpoint more strictly and we can be a little more generous.
