XEP-0277 and XEP-0248 might be conflicting

As XEP-0248 is missing sections PubSub URIs and URI Query Types which might involve a forward slash sign (/) as a navigational directive for collection nodes.

If so, then utilizing forward slash sign for comments nodes inside node name, as recommended by XEP-0277, constitutes a conflict between XEP-0277 and XEP-0248.
