We should do a cleanup pass on xep.ent for entity references that still point to Internet-Drafts (draft-* links). Some of those drafts may have since become RFCs or otherwise moved to more stable references, and we should decide if our entity links/titles should be updated.
Not every case should be changed automatically. If a change might alter meaning (or not just modernize a URL), we should be careful and treat it as an editorial decision. Since these entity updates can affect published XEP text, we should involve affected XEP authors where appropriate and/or the Editor before applying broad changes.
