[Catalogs] Check impacts of https://github.com/xspec/xspec/pull/2169

As xspec-maven-plugin uses massively catalogs to configure access to xspec resources, and to resources that are outside of project, we have to check that everything still continue to work correctly if someone uses standard catalogs from xspec impl.
