Generate pkg-config file(.pc)

If the package provides as a library, it should generate the pkg-config file(.pc) for Linux developers

I think that it should move to the main repo and generate with build script.

As I replied in qax-os/excelize#2092, the main.go is a wrapper for expose Go function to C by FFI, we have another wrapper for build WebAssembly with the name main.go at excelize-wasm repo, so those files were not a part of the core library.
