libdivsufsort64 not found

i wanted to install a tool phylonium, 
it depends on libdivsufsort.
i installed it from package, everything went smoothly.

while i tried installing faced this error

checking for divsufsort64 in -ldivsufsort64... no
configure: error: Missing libdivsufsort64.

i installed libdivsufsort
i made it available with bashrc
still i am facing this error
