Support for general HTTP input sources

### Description

Currently, CLP-S archives or IR files can be read from either the local file system or S3. For S3 sources, we generate a presigned URL using user-provided authentication keys. However, in some cases, we need to support more general scenarios—for example, accessing HTTP paths that don’t require authentication.
