Describe the bug
When losing internet connection while uploading the turn, the turn is not submitted but the tile improvement progress in the savefile is updated. When internet connection restores and the file is uploaded (no refresh from the server) the exta worker turns persist. Many turns of additional tile progress can be added by repeatedly resubmitting without internet connection.
Players generally try to avoid using this exploit, but it can't really be banned as it can happen by accident as well.
