• Auto-accepted helper self-improve proposals report accepted business evidence, but per-proposal admission still says candidate_report_only / candidate_only=true / requires_human_or_main_window_acceptance=true.

Apply target:

• Accepted source admission must report accepted evidence consistently.
• Keep auto_apply=false; no code/memory writes.
