Enhancement: document /latest-version endpoint #637
Description
This came up here heroku/heroku-buildpack-nodejs#468 (comment) around Yarn 1.0 release when we had a failure on Heroku.
We should document this endpoint so people don't have to discover it themselves or rely on third-party services like NPM or GitHub to determine the latest Yarn version.
