Python modules not in the repository are still included

In some of our projects, we have a `settings/` package which contains a `settings/local_settings.py` file. That file is not included in the Git repository. When we use setuptools-git, the `settings/local_settings.py` file is still included in the distribution.

Is this intended behavior? I can't find any mention about it in the documentation.
