Random language is getting selected for development from available Localisation

We have 3 localisation (en, id, pt-BR) in our project. After generating the project using XcodeGen a random language get selected for development, in our case it's id (Indonesian). This happens even if I set developmentLanguage key under options in my project spec.

@rohitpal440 you did a great job in your last PR. Would you like to debug this one and see if you can find the issue? Off the top of my head I'm not sure what the issue is
