Python VirtualEnv component

**As:** Ystia dev team
**I want to:** to have a component that could install python dependencies using pip in a virtualenv
**So that:** I can have isolated python environments

**AC1:** Could install python 2 or 3 env
**AC2:** Could specify a list of pip packages to install
**AC3:** Should be able to work offline
