Documented process to update answer store?

I think we should add how to contribute answers to this answer store repo somewhere. In our main docs for updating answers, but also maybe a step-by-step guide in the readme of this repo? What do you think?

Some other thoughts:

• reviewing PRs in this repo should require only one approving review (ideally from a reviewer on the main PR).
• each PR to this repo should include a link to the supporting PR in the main yt repo.
• I also propose that we require contributors to link to the failed diff for the updated answers generated by travis in their PR in this repo. That will make reviewing these answers easier to compare without doing any detective work.
• we can make a PR template for this repo that includes a checklist for the required link to yt.upload and a link to the PR.

To answer your first question, I think linking the website-guide in the local readme would suffice !
