Update pg_partman to 5+
Currently Yugabyte 2025.2 ships with partman 4.7, in version 5.2.0 they added support to UUIDv7 and other time-encoded ids.
And removed requirement for pg_partman to be installed as a superuser, that allows simplifying automated migration workflows.
