Support installation independent of Visual Studio

The MS Source Control Interface is a standard, supported by more applications, not just Visual Studio.
However the installer currently requires to have Visual Studio installed. Can the installer be split into a

• general use main part and
• an option to integrate with Visual Studio, if available?

In my case I don't have Visual Studio, but I want to use it with IBM Rational Rhapsody.
Rhapsody supports the MS SCI interface in general as documented here:
