It may make sense to require negative judgments to be accompanied by a work-report guarantee and possibly signed availability assurances so that auditors can satisfy themselves that trying to audit the report will not be a waste of time. Obviously including these things, in particular the assurances, would make the judgment messages larger.

A guarantee is needed in some cases to construct a dispute. This may be available on-chain but it is possible to dispute a guarantee which was reported on an abandoned fork; block authors may know nothing of the fork and thus need to get the guarantee from somewhere else. Including it with negative judgments would be a simple solution to this.
