In the case of CE 133, if the guarantor recognised the work-package hash it could simply close the stream with an appropriate error code.
In the case of CE 134, we would likely not want to close the stream -- we would still want to exchange guarantee signatures -- but the secondary guarantor could indicate that it did not need the work-package/bundle to be sent.
