The Agent Panel should display the three buttons in the bottom-right corner (Copy and two Scroll buttons) during every round of the conversation.

Current vs. Expected behavior

Current behavior：In the current version of Zed, the three buttons—"Copy Agent Response," "Scroll to Most Recent User Message," and "Scroll to Top"—only appear at the bottom-right corner of the latest completed conversation turn within the Agent Panel; they do not appear for earlier turns. This design is highly illogical. If a user needs these buttons for a previous turn, there is simply no way to access them. Therefore, I believe this needs to be changed.

Expected behavior：The Agent Panel should make these three buttons—"Copy this Agent response," "Scroll to most recent user message," and "Scroll to top"—available to the user after every turn of the conversation, rather than only after the final one.
