make "toolkit.tabbox.switchByScrolling" circles through tabs

Slightly different idea, but still related to this theme, so I won't post it separately:
When you hover over tabs and press Ctrl (or Alt, or Shift), scrolling should scroll the list of tabs without switching tabs. Right now, all of these bindings (Ctrl/Shift/Alt + scroll up/down) switch tabs while keeping the whole list static. While this is actually useful, there should be an option to scroll tabs without switching them, because sometimes that's needed. I don't want to load all pages when I need to jump from tab 15 to tab 20, for example, as it might trigger interactions on the websites in tabs 16–19.
