Folders in non-pinned area

Currently, when creating a folder it automatically goes to the pinned area. I think this is not necessarily a god behaviour, because the more things go in the pinned area the less sense it makes to have such an area at all. Additionally, this forces tabs in folders to behave as pinned tabs (something I reported here: #11838), which is not necessarily what the user wants.

I agree. For years I've been running multiple groups (8-10) of tabs for different reasons. I know the spaces can be used to divide my tabs in some ways, but I have a preferred style of using my tabs that has followed me for years.

I think this "folders automatically tabbed" behavior could be an opt-out setting for the users who don't like it.
