Cmd+Shift+B on sidebar-only mode flashes bookmarks bar

What happened?

When using the Cmd+Shift+B shortcut on the sidebar-only theme setting, the bookmarks bar appears briefly, then quickly disappears.

Expected behavior

The bookmarks bar either should not appear at all or be toggled.

Actual behavior

The bookmarks bar appears momentarily then disappears.

Steps to reproduce

1. In settings, ensure that the browser layout is set to "Only Sidebar".
2. Press Cmd+Shift+B to trigger the bookmarks bar flashing.
