Switching workspaces to a split view will cause the area surround the view to turn black for a second

Expected behavior

The split view will have a black flash around it. This doesn't occur when switching workspaces from a split view to another split view.

Actual behavior

It should be similiar to the behaviour of swiching from a split view to another split view. (static window frame)

Steps to reproduce

Create a split view. Switch to it from a workspace.

I've opened a PR to address this issue: #11966

Changes made:

• Reordered attribute setting in activateSplitView() to set zen-split on containers before setting zen-split-view on parent elements
• Added zen-split attribute setting in applyGridToTabs() to prevent the visibility flash caused by CSS rules

Root cause:
The black flash was caused by a timing issue where CSS rules hide containers that have is-zen-split but not zen-split attribute when the parent has zen-split-view. By setting the container attributes before the parent attributes, we prevent this flash.

How to verify:

1. Create a split view in workspace A
2. Switch to workspace B (without split view)
3. Switch back to workspace A (with split view)
4. The black flash should no longer occur
