Panel/sidebar is not opening on hover in Wayland with scaling

What happened?

I have the panel on the right, and im using wayland with plasma DE with kwin.
when i set the scaling to anything other than 100/200% from settings and maximize the browser, the panel inst opening on hover. However, if I press the shortcut to open it, or if it isnt maximized, it works.
I have tried it on multiple monitors, its behaving in the same way on each.

pc: intel i5 cpu, 16gb ram, integrated graphics. hardware acceleration is on.
Zen Version: 1.21.6b (64-bit): downloaded from aur using zen-browser-bin
using arch with kernel version 6.18.38-1-lts

Expected behavior

panel opens on hover

Actual behavior

scroll bar on the right gets highlighted, but panel doesnt open.

Steps to reproduce

1. set the scaling to almost anything other than full integer scale (100/200/300%)
2. set the panel to compact mode
3. maximize browser
4. try to open the panel by hovering
