Toolbar set to Hide, but intermittently get stuck unhidden

What happened?

With the browser set in Compact Mode, with toolbars Both Hidden, the top toolbar will sometimes get stuck unhidden. This may have something to do with interacting with an extension and dismissing it by clicking in the body of the open webpage area instead of on the extension itself or the toolbar. But I have not been able to find a perfect reproduce. When the toolbar gets stuck unhidden, it usually just requires you to move your mouse over the toolbar a second time to get it to figure out that it's not hidden and get back to expected behavior. But sometimes, even that won't solve the issue. And in that case, restarting the browser is the only thing that fixes it.
