Compact mode not active for 2/3 windows on startup, switching to single toolbar and back again breaks layout #7682

What happened?

For the past week or so, whenever I start up Zen I've noticed that two out of my three windows I usually have open on startup are not in compact mode. One of the windows follows my settings and has both the top bar and the tab bar hidden until I hover over them, the other two have both bars open until I close and reopen the windows (at which point they follow settings again.) This is what is looks like on one of my monitors where I have two of the windows:

I have tried switching to "Single toolbar" layout and back again, but this only breaks stuff even more, causing the top bar layout to break completely with extensions not fitting the height of the bar and tooltips(?) always being displayed at full width beside them. If I go to customise the toolbar and move the extension icons out of the bar and into it again they go back to normal size.
