floating url: blur doesn't work on the web panel

Steps to reproduce:

1. open any page on the web panel (eg: google.com)
2. click on the url bar (or ctrl + l)
3. the blur is only on the web browser side, and not on the web panel

this standalone isn't too much of an issue, but doesn't play too well with other extensions like Cleaned Url Bar which makes the background of the search bar transparent, which makes all the content over the web panel illegible depending on what's on the web panel
