add peer score for utp #190
Description
Sometimes, some nodes accessed via UTP are prone to failure.
It already has some metrics, such as statistics on the success rate, failure rate, and transmission speed of each UTP.
It need to score these metrics for all node. Reduce the frequency of accessing these low-scoring nodes.
