Is your feature request related to a problem? Please describe.
As briefly discussed on Fediverse with @dsseng, for porting our custom C/pico-sdk System Controller (EC) firmware of the MNT Reform Next to Zephyr, I'd need support for achieving the lowest power states on RP2350.
Describe the solution you'd like
It would be great to put the system in the lowest possible power state and being able to wake up with USB stdio support still working.
