select channel > open right click menu > select "permission"
can't open permission window.

I can reproduce a more specific version of this bug.

This appears to be a cold-session / lazy-loaded module issue:

Reproduce

1. Fully restart Discord.
2. Do not open a server/guild context menu first.
3. Right click any channel in any server.
4. Click Permissions.

Actual result

The PermissionsViewer modal does not open.

The console logs this error:

Error: Permission spec manager not found
    at getDefinitions (.../PermissionsViewer.plugin.js)
    at PermissionsViewer.showModal (...)
    at PermissionsViewer.createModalChannel (...)

Workaround

If I right click a server/guild first, close that context menu, and then right click a channel and select Permissions, the channel permissions modal works. It keeps working for the rest of that Discord session.

So the issue is not just “channel permissions do not open”; it is specifically that channel Permissions can be clicked before the permission spec manager is available.
