What:
Individuals without smart-phones carry QR cards to be scanned at facilities and sites.
If they come in to contact with someone tested or presumed positive, how can they be notified?
What about other notifications like public notices, lock-downs etc.
While there are other problems to solve about printed QRs, such as compliance, access to printed QRs, and many UUs (unknown unknowns) which we will need to address, we will need a practical solution to level playing field for those with/without a smartphone.

Ideation:
Solve for no-tech notifications on testing positive AND PHO notices.
Provide 3-4 routes to safely provide benefit to individuals without QRs that still respect their privacy.
Make the following assumptions (multiple cases)
Solve where a percentage have no tech whatsoever - solve primarily for this. Think migrants, the poor, refugees.
Solve where individuals don't have a smart-phone but may have access to the web
Solve where a percentage (?) may have a feature phone with intermittent access.
Assume local PHOs are involved.
Research how this is achieved today on the ground.

Ideation output:

  1. A flow or protocol for engaging with PHOs to solve this problem.
  2. researach on how this is addressed on the ground today in African/developed countries
