Some dependencies are added as direct dependency when it should be devDependency

Like -

    "@microsoft/tsdoc": "^0.15.0",
    "chai": "^4.3.6",
    "mocha": "^10.0.0",
    "nock": "^13.2.4",
    "rimraf": "^3.0.2"
```

These should not be installed on users system when its not part of the runtime code.
