WebcastEvent.GIFT not firing for certain users

I've observed a strange issue regarding the WebcastEvent.GIFT event. During a specific user's stream, no messages were being received from the websocket. I originally suspected it was a data parsing error on my side, but it appears that TikTok is omitting this person for some reason.
