Global Search: Error message when no results are found is misleading

Describe the bug
The user is shown the no filters matched message when no result is found if the search keyword has no matches

To Reproduce
Steps to reproduce the behavior:

1. Click the filter icon on the global search input
2. Type in any random keyword like "adasdasdasdas"
3. Add either a date or user filter then click search
4. See error message

Expected behavior
When search/items already returns 0 for the keyword, just show the no results found error message even if a filter is applied as this easily lets the user know that the reason for the results being none is with their keyword and not the applied filters.

@zcolah need your feedback on this one, are there any plans on updating the error message? This was something that @giseleblair raised a while back.
