Feature: Add "Publish All Changes" Button in Dataset Content Table View

Issue/Request:
User wants to be able to modify the order of items in a table view and be able to publish (not just save) the changes in bulk.

Describe the solution you'd like:
Add a "Publish All Changes" button alongside the existing "Save All Changes" button in the dataset content table view. This button should allow users to publish all changes made to the dataset, including changes in the order of items, in a single action.
