What is the ego car's position in this Occ network? At the center? #26

I have a question that if the ego car is at the center of the occ network(25625632)?
Why is the height distribution on the Z-axis -5m~3m? Is the center of the ego car at 0m on the Z-axis? But what is the negative distance, means underground?
I can't understande why you need to consider the area underground?
