Target support table in release notes is not colorblind-accessible

The target support table found in the release notes uses red, yellow, and green circles to indicate current levels of support. For people with certain types of colorblindness, it's difficult to read the information. Whenever meaning is conveyed through color, it should be complemented by another visible distinction, such as shape/text/symbol. If we're dead-set on using emoji rather than text or images, it could be 🟩🟡❌ or 🍏🧀🍓 instead of 🟢🟡🔴.
