[BUG] The README section "Setting up the development environment" may be improved

Bug description

The requirements_test_all_.txt file does not exist. Instead there is another similar .txt file. I guess that one has to be used.

Steps to reproduce

1. Clone the repository
2. Follow the description in the section

Expected behavior

When following the description in the section there shouldn't be an error.

Diagnostics information

I guess the other file is the correct one. In general, the steps should not error out due to a mistake in the repository or readme.

We really need to update this repo's README soon. It's horribly out of date and on my list to do.

For now, it should be enough to just run script/setup.
