Ipsilon benchmark suite

Hi there.

I recently converted evmone's internal benchmark suite to State Test JSON format and moved to https://github.com/ipsilon/evm-benchmarks. Also go-ethereum is using these benchmarks internally.

Let me know if you would like to cooperate on new benchmark cases.
