[13pt] Cli/Web Wallet - can't sync with other wallet

If deposited from Web Wallet, the deposit can't be included in CLI and vice versa. 


scenario A
1. Launch Web Wall and a CLI wallet or launch two CLI wallets
2. Deposit ETH from CLI wallet
3. History in Web Wallet will show one pending deposit, but can't be included due to `Failed to find the mass deposit` error.
* got the same error if using two CLI wallets.
